CONTROLLED SUBSTANCE ACT DEALS WITH NARCOTICS ALSO KNOWN AS CONTROLLED DRUGS OR CONTROLLED SUBSTANCES. THE DRUG ENFORCEMENT ADMINISTRATION (DEA) RATES IN THE ORDER OF THEIR ABUSE RISK AND PLACED THEM INTO THEIR SCHEDULES. CONTROLLED DRUGS HAVE A HIGH ABUSE IN USAGE THAT'S WHY ITS IMPORTANT IN THE PHARMACY. FROM COUNTING THEM TO WHICH PATIENT THE NARCOTICS ARE TO BE FILLED FOR. ITS IMPORTANT TO CHECK ANY DRUG INTERACTIONS WHEN DISPENSING NARCOTICS TO A PATIENT.

CII: SOLD IN PHARMACY, NO REFILLS, RX GOOD FOR 7 DAYS (RITALIN, ADDERALL, MS CONTIN, OXYCONTIN, PERCOCET, CODEINE, ETC)

CIII: COMBINATION DRUGS (LORTAB, TYLENOL3, VICODIN, DOLACET, HYDROCET, ETC)

CIV: BENZODIAPINES-DRUGS FOR INSOMNIA/ANXIETY (TALWIN, DARVON, DARVOCET, VALIUM, CLONOPIN, ATIVAN, XANAX, LUNESTA, ETC)

CV: LEAST POTENTIAL ABUSE, SOME SOLD OTC (LOMOTIL, BUPRENEX, ROBITUSSIN AC, ANTIFED WITH CODEINE, ETC)


                       RESPONSIBILITIES

  • To order CII DEA form 222 must be completed
  • To destroy narcotics DEA form 41 must be completed
  • Theft of narcotics DEA form 106 must be completed (notify DEA and police)
  • To renew registration for pharmacy DEA form 224 must be completed (renewal is every 3years)
  • To register as a new pharmacy DEA form 224 must be completed as well
  • Narcotics prescriptions are good for 6 months only , regular medications are good for 1 year.
  • No refills permitted with CII (need new prescription if want refill), up to 5 refills for CIII - CV narcotics
  • Transfer to another pharmacy for CII is not permitted, CIII - CV only permitted once
  • CII must be filed separate from other prescriptions, CIII - CV can be filed with non narcotics prescriptions
  • Narcotics should not be stocked with regular medications it should be locked in a cabinet
  • The partial supply on DEA 222 order should be filled within 60 days from the order date
  • CII partial filling should be done within 72 hours
  • Doctor must send written prescription within 7 days from authorize emergency prescription for narcotics
                    
  DEA Diversion Questions And Answers

 
     Q. What is the procedure when a pharmacist decides to    transfer controlled substances to another pharmacy?
      A.

A pharmacy may hire an outside firm to inventory, package, and arrange for the transfer of its controlled substances to another pharmacy, the original supplier, or the original manufacturer.  The pharmacy is responsible for the actual transfer of the controlled substances and for the accuracy of the inventory and records.  The records involving the transfer of controlled substances must be kept readily available by the pharmacy for two years for inspection by the DEA. 

To transfer schedule II substances, the receiving registrant must issue an official order form (DEA Form 222) or an electronic equivalent to the registrant transferring the drugs.  The transfer of schedules III-V controlled substances must be documented in writing to show the drug name, dosage form, strength, quantity, and date transferred.  The document must include the names, addresses, and DEA registration numbers of the parties involved in the transfer of the controlled substances.

Q. What is the procedure when controlled substances are up for disposal?

A. A pharmacy may transfer controlled substances to a DEA registered reverse distributor who handles the disposal of controlled substances.  The pharmacy should contact the local DEA Diversion Field Office (Appendix K) for an updated list of DEA registered reverse distributors.  In no case should drugs be forwarded to the DEA unless the registrant has received prior approval from the DEA.  The DEA procedures established for the disposal of controlled substances must not be construed as altering in any way the state laws or regulations for the disposal of controlled substances.
